The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation – Sudan.
The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.
As a priority, NRC is therefore hiring a Shelter Wash Assistant to be part of establishing NRC’s programme in Sudan.
Duties and responsibilities
Conduct technical needs assessments, and participate when required in focus group discussions, community meetings, and other community mobilization activities
In collaboration with SW Project Officer/Coordinator, conduct door to door visits to potential beneficiary household sites and correctly fill project related technical forms and questionnaires.
Support the SW officer on the preparation of BoQs, scope of works and drawings for the construction/rehabilitation activities.
Supervise and monitor contractor works, works carried out by Daily/Incentive labor and/or repairs including correct usage, specifications of materials and general quality of the works
In collaboration with SW officer, produce site level BoQs, and amendments in accordance with NRC Technical minimum standards
Ensure correct measurements of completion of works according to the plans approved by the Project Officer.
Respond to any project authorities/beneficiary information requests and complaints in regard to technical aspects of implementation directed by Project Officer and M&E unit.
Report on technical aspects daily activities of Incentive labor and complete documentation in regard to technical performance
Participate in field level coordination with community stakeholders in areas of project implementation as directed by SW Officer.
Perform any other task relevant to the position as requested by the Project Officer and/or the Project Coordinator.
A minimum of 3 years of experience supervising construction/rehabilitation works at field level in private/humanitarian projects. Experience supervising contractors works. Proven experience, knowledge and skills to monitor construction projects.
Experience in humanitarian context is an added value.
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Fluency in spoken and written and Arabic. Some knowledge of written and spoken English. Knowledge of additional local dialects is a plus.
Context/ Specific skills, knowledge and experience:
Technical certification in construction, or relevant work experience
Experience in working in construction projects with an NGO, charity or similar organization is an added value
Basic knowledge in developing and following through on technical implementation of construction project.
Experience in overseeing site/unit level construction activities
Knowledge in documenting progress of construction related construction activities
Experience in filing out BoQs and Scope of Work documentation
Proven experience in performing assigned tasks in an efficient and effective manor
Experience in coordinating the technical aspects of implementation activities carried out by contractor workers, Daily/Incentive labor teams
Local knowledge of areas of implementation and local building practices
Strong communication, interpersonal, analytical and negotiation skills
Strong computer skills, especially in Word, Excel and CAD.

Travel: Frequent travels to the field
Contract Period: 12 months, with possible extension
