NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be South Kordofan and Blue Nile on a first phase, with the idea to expand to other States. 

As a priority, NRC is therefore hiring an ICLA Programme Development Manager to be part of establishing NRC’s programme in Sudan. 

Duties and responsibilities

  • Contribute to the development of the start-up Emergency Response Plan and Area strategies for 2020 and beyond
  • Co-chair with UN-Habitat the HLP sub-sector group within the Durable Solutions Working Group
  • Lead on ICLA needs assessments and identify relevant areas of programme development
  • Participate in multi-sector needs assessments, including of protection risks and gaps and provide ICLA-specific inputs
  • Contribute to the development of ICLA proposals or provide inputs as relevant to MS proposals
  • Overall management of project staff
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Lead on national staff recruitment and performance of project staff

Qualifications

  • Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical ICLA expertise, especially in the fields of Housing Land and Property (HLP), information dissemination, and Legal Identity (LID) including civil documentation and Collaborative Dispute Resolution (CDR) is highly recommended
  • Experience working on Refugee Status, Immigration and Legal residency (RSD), Access to Essential Services (AES), Internally Displaced Persons Registration (IDPR) and Employment Laws and Procedures (ELP) including work rights is an asset
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Higher education, preferably in law or related field of study
  • Solid understanding and experience of refugee crisis contexts

We can offer

  • Duty Station: Khartoum, Sudan
  • Classification: Khartoum is currently classified as a Non-Family Duty Station
  • Travel: At least 50% travel
  • Contract Period: 12 months, with possible extension
  • Salary/Benefits: NRC offers a competitive compensation and benefits package
  • An approved health clearance will be required before commencement of the contract.
  • NRC may be required to verify the identity of its partners and employees to check they have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
